Former Buchanan Volunteer Fire Department chief charged with rape
Authorities on Saturday arrested a former chief of the Buchanan Volunteer Fire Department on a charge he raped a woman,
Billy Joe Carter, 35, of Buchanan, is being held without bond at the Botetourt County Jail in Fincastle, said Botetourt Commonwealth’s Attorney Joel Branscom.

Why must it say “Former Fire Chief?” If he in no longer the chief why does it even make since to put it. All this is doing is pushing the Buchanan Fire Department back and not allowing them to move forward as they should be. Must the media always give that department a “black eye” for what one man does? This is getting a little out of hand in my opinion. OK sure write the story but leave out the ” Former Fire Chief” part.
I agree with Buchanan…this has nothing to do with the fire department, so why mention it in the story…..
like why was Michael Vick, [a prominet VaTech football player when he was at Tech], labeled as such when convicted of his henious crimes & reported? Personaly I have forgave him, he PAID for his crime with jail time.
Unless this happened during his reign as Buchanan fire chief (which it didn’t), the fact that he was former chief should not be mentioned. This man has serious issues, and this time he may get the attention he needs. If you want to mention he is a resident of Buchanan that I would understand. Let the department alone. Those volunteers have suffered enough embarrassment from him while he was in office. They took the steps to get him out quietly and respectfully and without public humiliation. If he chooses to do things to get attention and get him in the news now, let him and him alone be bear the consequences!
