Judge certifies rape charge against Billy Joe Carter
As Billy Joe Carter raped her, a 28-year-old woman testified today, he forced her to say she loved him and recorded it on his cell phone.
“He said he was doing it so I could not press rape charges,” the woman told a judge in Botetourt County General District Court.
Following her testimony, Judge Bill Cleaveland found probable cause to support a rape charge against Carter and sent the case to a grand jury.
