What matters, or SHOULD matter to him (and I think it does), is if he can accomplish anything with a GOP held assembly. We all know the answer is NO. He’d get the Tim Kaine treatment. Nothin, NOTHING, he wanted would get through the Assembly. It would damage his reputation, and his hopes of higher office. The only reason I can imagine he wants to be Governor is to run for President. Senators don’t have the ‘executive’ experience of Governors, and can’t play the ‘outsider’ angle, either.

I think Mark Warner is unique enough to accomplish the transition from Senate to Oval Office. I think Warner will commit his slow political death if he runs for Governor again.
