Not only does it reflect a complete disregard for the constitution, it show&#039;s a total lack of understanding of what goes on at gun shows as well as a failure to address the administrative side of doing a background check. First of all, let&#039;s get to the important part.  &quot;Private sales&quot; should not be regulated just because of where they are transacted.  If I can complete this sale at my residence, on the street corner, or in the parking lot at Valley View, I should be able to complete it at &quot;a gun show&quot;.  What is in need of regulation is the fact that numerous &quot;private sellers&quot; selling from their &quot;private collections&quot; rent tables and offer multiple modern firearms to anyone with the $$.  What we have here is the retail operations of unlicensed dealers.  Anyone who rents a table for the purpose of offering more than XX number of modern firearms should be licensed as a dealer. (I would also EXCLUDE sellers of the C&amp;R classification.) THAT, my friends is the only &quot;loop hole&quot;.  But just to demonstrate more of the problem with this &quot;solution&quot; consider these issues. 
1.  Will buyers and sellers need to complete the same forms currently required by transactions through dealers?
2.  Will there be fees charged and will there be a need to establish seller accounts for payment of these fees?
3.  Will there be a requirement to retain records of private sales by sellers?  If so, for how long?  If not, what proof exists that the check was completed.
4.  How long will the line be to secure the check?  Is this nothing more than the imposition of a &quot;waiting period&quot; should the check not be available for some reason?
5.  If the buyer cannot get &quot;approval&quot; what is to keep the buyer and seller from completing the sale at a subsequent time or place?

Given a few minutes, I could add some additional problems with this &quot;solution&quot;.

I (a private buyer) purchased A gun (1) at the last Roanoke show from a private seller.  It was offered by an elderly gentleman.  It belonged to his deceased wife&#039;s uncle.  It was his military service revolver and the man was just trying to dispose of it as he had no interest in it.  He said he though he knew it&#039;s value but that all the dealers he spoke to wanted to &quot;steal it&quot;.  He offered it a fair value and I purchased it. That represents the essential freedom of the 2nd and it needs no &quot;regulation&quot;.]]></description>
