According to another Roanoke Times article:

&quot;The governor&#039;s proposal would eliminate the state gasoline tax and increase the retail sales tax from 5 percent to 5.8percent, with all of the revenue from the tax increase dedicated to transportation. The plan also would increase vehicle registration fees, impose a $100 annual fee on hybrid and alternative fuel vehicles.&quot;

So we&#039;re going to charge people extra for paying less in a tax that, under the same bill, would be nonexistent? Perhaps I&#039;ve misunderstood, but isn&#039;t that absurd?]]></description>
