Editorial: Care for the intellectually disabled
Still chipping away at waiting lists
As state training centers close, Virginia must work to eliminate the wait for services in communities.
As Virginia begins phasing in the federally mandated closure of four of the state’s five training centers in favor of community-based services for intellectually and developmentally disabled residents, it faces a dual challenge: whittling down the urgent wait list of people still at home — and also in need of community services.
House budget writers who penciled in funding for 200 more ID waiver slots than Gov.Bob McDonnell put in his two-year budget plan are on the right track. Even if the House proposal prevails, though, the increase will represent only a down payment on a long-running state obligation.

Can someone explain, very briefly the difference? Not knowing anything about this I read “training center” to mean a setting to train individuals on life skills and a possible vocational trade. What is the core issue here?
