Editorial: Virginia’s budget

Cooperation needed to build a better budget

Legislators agree that Gov. Bob McDonnell’s spending plan inflicts too much pain on schools, local governments and the poor.

Delegates, senators, Republicans and Democrats read Gov. Bob McDonnell’s budget proposal and shuddered.

The infirmities of the two-year spending plan were plain to see. It did too little to repair injuries to public schools and local government services due to state aid cuts in previous years.
