Workers’ good deed shouldn’t be punished
State employees helped Gov. Bob McDonnell reach efficiency goals. He should help them get a bonus.
If your boss asked you to cut your department’s budget and you exceeded his request, only to be punished for your trouble, you probably wouldn’t be much of a team player the next time you were asked to make sacrifices.
