He plans to introduce a bill next year that forbids local governments from providing discretionary funding to elected officials. It is a solution in search of a serious problem.

    Your whole premise is based on the idea that the voters will know about any problems. So if the Roanoke Times decides it will ignore Democrats abusing the system, where is the check?
