Certificate of Public Need: Point/Counterpoint

Brian Lindholm believes the certificate of public need program is “fundamentally flawed.”

If hospitals are deliberately overcharging people for some services to make up for losses on other services, then regulations that require hospitals to provide those services in a money-losing manner need to be re-examined. If regulations are already distorting prices, adding another layer of distortion with CON requirements seems doubly foolish to me.

Our nation has anti-monopoly laws for a reason. Why is Virginia taking the opposite approach with healthcare, effectively setting up localized monopolies by being stingy with certificates of need?
