Endowed with nearly 1.5 billion tons of coal and likely more than 100 million barrels of oil potentially off its coast, Virginia could be one of America’s great energy-producing states. Unfortunately, federal policies have impeded the development of Virginia coal and oil — the two sources of energy Americans use most.
As Republican George Allen and Democrat Tim Kaine compete for Virginia’s open Senate seat, they have markedly different views on how these resources should be cultivated.
