Gov. McDonnell offers budget hope
Whether to protect localities and absorb federal cuts is not up to him alone, though.
Gov. Bob McDonnell finally seems to recognize it’s time to stop hammering on local governments in order to balance the state budget. But powers beyond his control could ruin even the best spending plans.
McDonnell last week announced something towns, cities and counties have been waiting to hear: He will not pass along a state budget shortfall to localities through gimmicks, cuts and cost-shifting.
