Righting a wrong on utility rules
Attorney General Ken Cuccinelli may be politically motivated, but his conclusions on electric rate regulations ring true.
As a state senator, Ken Cuccinelli voted in favor of a state law that established new electric utility regulations five years ago. As attorney general, Cuccinelli now acknowledges those rules are deeply flawed.
He issued a report last week that concludes financial incentives created by the law are enriching monopoly utilities at the expense of customers without generating significant environmental or economic benefits. Indeed, he warns that without reform, those bonuses could result in economic harm.
