Budget transparency
Statewide study finds that some local government budgets are easier to find than others.
Every year, city councils and county boards of supervisors listen to constituents, weigh com-peting needs against available revenue and come up with a spending plan.
Lucky residents can easily find their local budget online. The unlucky ones must search harder. Such is the finding of an audit conducted by the Virginia Coalition for Open Government.

What percentage of citizens get the paper now? I bet many more people have access to Internet than receive the paper. Your public notices are buried in the paper (how many page turns?). If you’re talking about transparency, fess up that it’s all about revenue to you when it comes to public notices, not the public interest. What do you charge localities for public notices?
I have had to do a few public notices and more than a few ads. The comparison between the cost of an ad and the cost of a public announcement is close to night and day different. The paper is not getting wealthy on public notice income IMO.
