When serious issues of governance defy politically palatable solutions, politicians with ambitions are forced to present the public with hard choices or diversions.
State Sen. Mark Obenshain has offered the latter in proposing a state constitutional amendment to bar legislative raids on Virginia’s transportation funds to pay for other state needs.
