It’s not owned by the city at all and actually recieves very little support from the city government. The only people that would be able to make the decision to move Mill Mountain zoo to Explore Park would the Roanoke Co which owns Explore Park and the Mill Mountain Zoo Board of Directors. Mill Mountain Zoo board of directors are the final say of what is to be done with the zoo and if it should be moved or not. The keepers and staff working everyday at Mill Mountain have no control and neither does the city. If you are truely concerned about the zoo then you should write to the Board of Directors their names can be found on the Mill Mountain zoo website.
