Police are reactive not proactive and are no help in most murders until after the fact.

However, let’s not forget that the “mind-set instilled in city dwellers” fails to take into account that when seconds count law enforcement is only minutes away — and that with budget cuts many cities are experiencing longer response times than in the recent past.
