Transportation redux

For Thursday we will take a look at an effort by the state Senate to fund transporation needs without raiding education and social services.

Question and an opinion... We hear that the original transportation plan included using surpluses, are those surpluses above and beyond the "rainy day" fund??
The best and most equitable way of funding any transportation increases is for the COUNTIES involved to have their fees increased. All we have heard is that commuters in northern Va. and Tidewater need relief from overcrowded roads. Okay
ride a bike, carpool or use mass transit. Better yet , move closer to your work and shorten your commuting time. No way should gas taxes go up in the Roanoke valley to pay for an HOV lane somewhere in northern Va. The people in those areas will benefit most by higher property values and quicker commutes, so THEY should pay for more lanes and improvements, not people 4 hours away.

Bud,

I don't think any transportation plan would raid the rainy day fund - but tapping the surplus could definitely lower the amount that goes into the rainy day fund every year.

I'd have to disagree with the idea that it's best to approach transportation at the county level. Transportation is a statewide problem; it needs a statewide solution.

Trust me, we don't want to set a precedent that every region or county pays for its own needs. We'd lose out down here real quick in that case.
