Jaccard was expected to be in court on Wednesday

Jaccard was scheduled to be in Wythe County Circuit Court on Wednesday to begin pre-trial motions on four separate charges -- indecent liberties with a minor, indicent liberties with a child, abduction and possession of explosive materials, according to court documents.

The charges stem from allegations that on March 18, Jaccard propositioned a 14-year-old boy with whom he was "debarking" wood in the Dyer Road neighborhood, according to the case file in Wythe County Circuit Court.

According to a criminal complaint, Jaccard, 58, asked the boy if he liked oral sex and also asked if the boy would be interested in sex if Jaccard "dressed up like a woman."

The boy, a neighbor of Jaccard's, told police that he was not directly threatened but that he was scared because Jaccard was using a draw knife to cut the wood.

Gerald Mabe, Wythe County commonwealth's attorney, said Jaccard had rejected any plea agreements, but that his defense attorney hoped to separate the indecency and abduction charges from the explosives charges.

When police searched Jaccard's house after the allegations, they found three canisters of gun powder, according to the complaint. Jaccard also told police that he liked to dress as a woman and that he was attracted to children and child porn, according to court documents.

Authorities believe Jaccard is headed toward Pulaski

Items discovered at lunchtime by a tracking team have led authorities to conclude that a shooting suspect may not have fled far from the scene off Virginia 100 near the Wythe County-Pulaski County line.

Authorities from at least 10 agencies have been searching for Douglas Albert Jaccard, 58, since shortly after 7 a.m. today. Jaccard is suspected of fatally shooting one of his neighbors on Dyer Road and shooting at several other people, including sheriff's deputies.

Wythe County Chief Deputy Keith Dunagan said tracking teams have found several items believed to belong to Jaccard. Dunagan would not say what the items are, although he did confirm they are not articles of clothing. The discovery, he said, suggests that tracking teams are looking in the right area for Jaccard.

Jaccard was last seen running into the woods toward the New River Bridge on Virginia 100. That is where tracking teams have been working.

Based on where his items were found, authorities believe Jaccard may be headed north toward the Pulaski area.

The scene unfolded about 7 a.m., when a house caught fire on Dyer Road and the shooting began, according to authorities. One man was shot and killed in the front yard of one of the residences. A second neighbor was shot in the arm.

The second neighbor was taken to Pulaski Community Hospital and then to Carilion Roanoke Memorial Hospital.

Pulaski sheriff identifies deputy who was shot

Pulaski County Sheriff Jim Davis says the deputy who was shot this morning is J.A. Ratcliffe. He was shot in the lower back, and his bulletproof vest protected him from the bullet. Ratcliffe is being held at Pulaski Community Hospital for observation, Davis says. "He's in great shape," the sheriff says.

Police not releasing names of Wythe Co. shooting victims

The names of the shooting victims are not yet being released by authorities. Wythe County Chief Deputy Keith Dunagan said authorities are waiting on family members to confirm the identity of the vicitm who was fatally shot.

Nancy May, a spokeswoman for Pulaski Community Hospital, has just released the following statement:

"As a result of today's shooting incident in the Draper Community in Wythe County, Pulaski Community Hospital has received three patients. One male patient, a sheriff's deputy who responded to the incident, remains at Pulaski Community Hospital in stable condition. Another male patient has been transferred to Roanoke Memorial Hospital as a result of trauma injuries. A third, female patient was received at Pulaski Community Hospital at 10:40 a.m. and is in stable condition. More information will be released as it becomes available.

Douglas Albert Jaccard, 58, who lives on Dyer Road in the Draper community of Wythe County, is suspected of fatally shooting one neighbor and injuring two others, as well as firing shots at sheriff's deputies, said Chief Deputy Keith Dunagan of the Wythe County Sheriff's Office.

Pulaski Co. schools not locked down; officials alerted

Pulaski County superintendent Don Stowers said no Pulaski County schools have been locked down because of the manhunt though officials at each of the schools have been alerted. The closest Pulaski County schools to the manhunt are several miles away, he said.

"We are vigilant, however," he said.

Eastern Wythe Co. schools locked down during manhunt

Wythe County Superintendent Albert Armentrout said five schools on the eastern end of the county have been locked down this morning because of the manhunt in the area:

  • Fort Chiswell High School
  • Fort Chiswell Middle School
  • Max Meadows Elementary
  • Jackson Memorial Elementary
  • Sheffey Elementary

Armentrout said parents and guardians of students in those schools were notified of the lockdown this morning and there are sheriff's deputies in the schools.

"We feel our students are safe," he said.

Wythe and Pulaski Co. authorities search for shooting suspect

Authorities in Wythe and Pulaski counties are looking for a shooting suspect who is considered armed and dangerous.

Douglas Albert Jaccard is suspected of fatally shooting one neighbor and shooting another in the arm at a Dyer Road residence in the Draper community in Wythe County, said Virginia State Police spokesman Sgt. Mike Conroy. The shooting happened about 7:45 a.m.

Two adults involved in a shooting were brought to Pulaski Community Hospital said the hospital's spokeswoman Nancy May. One patient was transported to Roanoke Memorial Hospital, May said. The person who remained at Pulaski Community Hospital is in stable condition, she said.

When a Pulaski County Sheriff's deputy arrived, the suspect shot him and fled into a wooded area, Conroy said. The deputy's bulletproof vest prevented the bullet from injuring him.

Authorities also believe that a house fire is connected to the shootings, but Conroy could not provide more information.

Jaccard is 5 foot 8 inches tall, weighs about 170 pounds, and has brown hair and brown eyes. Anyone with information about his whereabouts should call 911.

According to online court records, Jaccard was scheduled to enter a plea Wednesday in Wythe County Circuit Court to two counts of taking indecent liberties with a minor, abduction and possession of explosives by a convicted felon.
