Perhaps it was done to add the famous black mark over the number but who knows? Since the document has never been released, it is impossible to tell what happened.
It's classic Clinton. Obama's handlers are getting away with the same kind of shenanigans they did with Clinton. Same handlers. Same type of con jobs. Same accommodating media. Only the politician is different.
When they teach him to lie in parsable legalese, he'll have the whole package.
