The high cost of mass incarceration
Sen. Jim Webb will be moderating a symposium Wednesday on illegal drug trafficking and the nation's hugely expensive fight against it. The symposium at George Mason University could not be more timely for Virginians and their policymakers, coming as it does on the heels of Gov. Tim Kaine's latest -- but not final -- budget cuts in response to revenue shortfalls estimated at $2.5 billion. We'll editorialize Monday on Webb's thoughtful insistence on rethinking tough-on-crime policies that have made the U.S. incarceration rate No. 1 in the world.
