I am not surprised by this at all. If there is some valid reason that these particular people HAD to have a raise while everyone else did not get one, then why wasn't this shared openly with the public. They invited lots of public comment and were open about the choices they were considering. For this work, they received praise from all quarters. How did they attempt to hide these raises?
