		<description>I agree with the conclusion wholeheartedly.  I don't have quite the admiration for Kaine that many other Virginians do.  I rate him along the lines with Gilmore.  And I don't expect much out of him his last year in office.  I also remember that he was solidly behind the abusive driver "fees" which were nothing more than a disguised tax increase.  Like his new boss, he never met a tax increase he didn't like.</description>
