So am I!! And the time that I witnessed the rural "expert" driving was early on a summer Saturday morning with dry, uncrowded roads and excellent visibility. And believe me, you are not a "GOB" ..... because you are young!!! Therefore, you are a transplanted Arkansas GYB. At least, "young" compared to me!

... as a transplanted Arkansas GOB, I can report that everyone I saw was driving carefully and consistent with the conditions, which varied from wet to slushy to light snow cover ... the road crews were doing a good job keeping up with the snow, which came in bursts, typical of upslope snow squalls rather than a steady snowfall ... I am a big fan of "wild and wonderful" West Virginia!

Great article, KM!!! 17 inches!!!! Wow. That is precisely double the amount of the largest snowfall at my Roanoke County home since we moved here in 1999. We got 8.5 inches in that late February storm of 2003 or 2004 or 2005. And we used to have a gorgeous brown mutt of a dog named Cindy, too!! I hope that you didn't have any near misses with rural West Virginia drivers. Some of those GOBs (= Good Ol' Boys) fly up and down around those twisty, steep roads in big vehicles like they were in their back yard. :>) :>)
