U.S. education secretary reinstates fines against Virginia Tech in April 16 shootings

U.S. Department of Education Secretary Arne Duncan has reinstated half of the $55,000 in federal fines levied against Virginia Tech for the university’s handling of the April 16, 2007, campus shootings in which 32 students and faculty were killed.
