		<description><![CDATA[Instead of screwing over the teachers, perhaps the top administration and school board should ask them about budget issues. The teachers are the ones on the front lines and could probably identify where there is fat the wrong places and waste in others. Perhaps if the supervisors paid attention to the people they are supposed to supervise (principals and the custodians) they would find out that there is more slacking going on that actual work -- not a good use of money to pay people to loaf. 

Bet that does&#039;t happen, though. Instead the same tired plan will be put forth with some new wrinkles (furlough teachers, pay-to-play). The plans parents don&#039;t like and whine about will go by the boards and teachers will take it on the chin again.]]></description>

The 1% is to compensate for that effective reduction in pay. Localities began paying the 5% for employees &quot;way back when&quot; in lieu of a salary increase.
