State police scrutinizing town manager, Giles group
For five years the grass-roots Concerned Citizens of Giles County has called for investigations of projects connected to Glen Lyn Town Manager Howard Spencer.
This week, they found a taker.
The Virginia State Police has opened an investigation into Spencer and projects of the nonprofit Giles County Partnership for Excellence, of which Spencer is the executive director, state police spokeswoman Corinne Geller confirmed Wednesday.
